What is funded training?

With funded training we mean the training courses organized for a single company or for several companies at covered costs, in whole or in part, through financing instruments. We must not think about the involvement of credit institutions: the subjects active in the financing of training are bodies set up specifically for this purpose or institutions that define calls for tenders or specific financing mechanisms.

Interprofessional funds

The full name is National Interprofessional Joint Funds for Continuing Education. These are entities authorized by the Ministry of Labor with the aim of promoting the training of workers through a funding for courses.

Each company can decide to join one of the professional funds active on the national territory through the UNIEMENS flow (the system for forwarding monthly salary reports). Once the adhesion has started, a component of the contributions paid to INPS by the company goes to constitute a provision that can be spent for company training.

The component of the contributions that constitutes the training fund is the supplementary contribution for compulsory insurance against involuntary unemployment, equal to 0.30% of the contributions paid. This element of the contribution is returned to the company, minus the administrative costs, through the inter-professional fund to which it chooses to join. In other words, the company, which is always required to pay this contribution, can use it to its advantage only if it decides to join an inter-professional fund.

For small businesses for which the provisioning funds are small, there is the possibility of exploiting the so-called “Notices” issued by each individual fund, which may involve several companies belonging to a given sector or a given geographical area (system accounts) adhering to that given fund.

An example? On January 20, Fondimpresa, one of the best-known inter-professional funds, published the Notice 1/2021, with which it made available 20 million euros to finance “training in support of digital and / or technological innovation of product and / or process in member companies “.
